All chickens can raise their hackles. Females usually reserve it for sunbathing but I've seen them flare at each other, too.
The best way to tell if your polish is male would be the shape of the neck, head, and saddle feathers. Presuming this bird is old enough to have gotten rooster feathers, that is. If you're talking about a juvenile, you'd need to wait until 3-4 months for it to be obvious.

My Brahma, EE, and Silkie mix hens got into it over something...probably a bug. I had never seen such hackle flaring/chest bumping/and kung-foo chicken moves in my life! I swore I had hens! Who replaced them with roos?! Must have had chicken PMS.
