Maybe you could ask the shelter if they have a foster progam, where you could take a puppy or young dog and keep for a while to train; that way the dog gets more likely to be adopted and you get a "new" dog to practice your skills and take to the training classes?

That's a great idea. I know lots of shelters have a foster program so maybe I'll have to ask about it.
