Jelly! I wish my birds would lay again already!

My parent's flock of chickens is down to usually 9 eggs per day, from over 20 hens. They are molting, some are over 3 years old and freeloading, and several fly out of the enclosure daily to lay elsewhere; the escapees are how we keep ending up with broody hens showing up with babies. Four of the eggs in the incubator are from one of the escapees, I found where one of the Easter eggers was laying! I think it was our white and red one, so the babies should be pretty interesting.
I want to decrease their flock, but that will mean either getting rid of one of the three roosters because there will be too few hens, or building another enclosure to force one to stay separate with a smaller flock. And I don't want to go through the hens right now to decide who is laying because so many are not laying because they are molting.
