Exactly and it’s only one county out of all of Texas which is huge so it’s a pretty obscure law anyway.

From my understanding it is all the counties that border the Rio Grande River.

It doesn't show the Rio Grande River on that map but it is the southern boundary of Texas from New Mexico to the Gulf of Mexico. The reason that I believe it includes all the counties that border the Rio Grande River is because it says the Rio Grande counties and not Rio Grande County. Since Kiki isn't in one of those counties, it does not matter and she can collect all the local Muscovies that she wants to.
