1 month old Polish Crested chicks - pullet or cockerel? (pics)

Okay, I am suspicious of one of my polish crested chicks being a cockerel because it has longer tail and crest feathers, but then the other one started to develop wattles already - this one seems to develop faster than the other, but I've looked at other polish crested cockerels and they look like one of mine. I just want to know, are Polish Crested Roos more quiet than any other breed of roos?? Will I be able to keep both of them if they're both roos? Please oh please tell me yes! So far their names are Nora (black crest) and Cora (golden? crest)

I would have to say at this point those are both cockerels. To be really sure give it one more month when the crest are fully grown. They will crow more with two bc they compete.
