11 week old cockerel

I have an 11 week old Easter Egger cockerel that my broody hen hatched out and today when i let my 1 year old hens out he mated with one and tried on 2 others who beat him away, he also crowed a few days ago and again today, is he not too young for this behavior or have others had this happen, i am positive of his age because i keep records on all my chickens, his brother who hatched the same day shows no signs of interest in the hens and has not crowed, is he just an early bloomer ?

Could be the 'active' one is an early bloomer...and/or the other one is just submissive to his brother.
