15-16 Weeks old and Still not sure if ROO or Pullet (PIC HEAVY)

Any ideas as to whether I have a rooster here?
I am showing 3 different birds. 1 supposedly a Sexlink and 2 others are RIR

BELOW:
Pullet? I just bought is another Rhode Island Red and her name is RUBY. I was told she is the same age as my Lucy, but I really think she is younger as she is much smaller and less developed than any of my other birds. I'm guessing she is 12-14 weeks old?

Oh good. I am kind of worried because the younger RIR appears to have more of a rooster tail. I was told they were born the same time as mine but it is obvious this RIR is younger than my other one.

Thanks Liz! I feel a great deal of relief. Can you tell me how old your rooster is? Are your pullets the same age as mine?

Their COMBS and wattles are ALOT Larger than the pullets/hens

BUT you can easily see the difference between the 18 week olds and 6 month olds .
 
I bought the Sexlink and the RIR (Lucy) as chicks from the feedstore and they gave me the hatch date of April 15th. Is it just me or do my pullets in the first two photos appear to have the size wattles and combs of Liz'a six month olds?

If the newer RIR (RUBY) has the same hatch date why is it that her comb and wattle appear so much less pronounced?

I'm still wondering if these two are really the same age and if so why mine is so much larger and developed.
