15 Month Old Hens Not Laying

we have 14 hens that are 18 months old and 5 hens that are 7 months old and we have only getting 2-5 eggs a day for about a month. it's obvious from the size of the eggs that the younger hens are laying 2-3 of the eggs. some days we get only 1 or 2 larger egg from the 14 older hens. the younger ones look fully feathered and healthy. the older hens have been molting for at least 2 months, maybe longer. they are a ragged mess. i started feeding them feather fixer along with their layer feed about 6 weeks ago. how long does a most usually last? it's coooold here now, low 20's in day and single digits at night. why would nature tell them to lose their feathers when it's so cold?
is the lack of eggs due to their long molt? is there any way i can speed it up so they can get some winter warmth back on their bodies??
any advice or suggestions would be greatly appreciated. thanks!
 
Fodder is something that cows are given to fill their stomachs to kill their hunger pains. It is not something to be eaten by a chicken in place of a normal diet.

Chickens generally detest peas of any kind. I think mine would starve instead of even tasting one.

My money is on them not getting enough protein or other needed things in their diet. It seems to me that a lot of the food value in your feed is lost by repeatedly rinsing it in a strong and universal solvent called water.
