I wish I had a early bloomer mine have no combs or wattles and they are 21 weeks old. But good for you if she is a pullet! I hope she gives you lots of beautiful eggies!!

Have you got a hold of it and put it on your lap and part the feathers on the back to see if the new ones are growing in with points or have wide, blunt ends? That should be the clincher. I agree with pullet mostly, but it is surely not the most feminine looking bird I ever saw... Kinda butch looking pullet.
 
I say that he is a rooster. I'm not 100% sure but more than 80% sure. I know most think this is a hen. I will explain why I am leaning toward rooster.
This 19 week old and we don't see the shiney pointed feathers on the back, wings and saddles. But we don't see these rooster feathers on the other rooster either. Only the owner can check like the other post by Onthespot said. Looking at the comb on this bird, it has longer points than the known rooster. The sister of this bird does not have a comb. This also makes me learn toward - rooster.
If this is a hen, (Early Bloomer) she'll be laying or at least squating (for the roosters) not chasing other girls, pulling feathers. My roosters do this with the girls in trying to (learn to) mate.
I have 46 chickens - 31 are roosters. I don't wish any one more roosters than they need !
 
Definatly a rooster....heeavy breeds mature slower...and it if were a pullet she would not be the same height as the rooster on her side...best way to find it is to feel for spurs...they should be coming out about that time..
 
I say pullet. And by the way I love the Aussie, I have 2. I seen a bumper sticker once that said "My Aussie is smarter than your honors student", LOL, so true.
 
I'm not sure, my chickens combs weren't that big when they were 19 weeks old. Thick legs, is it a buff Orp? Don't those tend to have smalelr combs when they are younger? The fact that it doesn't have any rooster feathers makes me think hen, but the comb, wattles, and legs make me think rooster.
