Are you saying that only people with a nuisance animals business or a game warden can remove problem wildlife?
In most states, there is a provision in the law that permits ranchers and farmers to remove or chase off nuisance animals if they are threatening livestock, people or crops. There's only a few exceptions, such as hawks or endangered species.
