2 roo's?

Here's my Ameraucana chicks- around 10-12 weeks I think. Anyways one is obviously a cockerel with bigger comb and hackle feathers. The other one doesn't have hackle feathers, they are short and rounded compared to its sibling. The issue is they're both about the same size/shape which is throwing me off...
