2 week old Duckling with closed eye

Hey all, newbie here. I have a duckling with an eye issue, unsure exactly what it is. It doesn't exactly appear swollen, there is no discharge or redness, and she acts normal. The eye is always at a half open position, like she can't open it all the way. We've tried warm water bathing/ soaking the eye, and using Vetericyn on it twice a day, but there has been no change over the past week(for the better or the worse). Any advice or insight on this?

Pics would help. What is the water set up? Does the duckling have water deep enough to dip it's head in?
If there is no infection, it might just be physical?
Teramyacin is an eye ointment that is sold at tsc. You could give that a try, but if it is just physical (and no infection) not sure of it will help.
