The does not look like a Cornish rock cross to me. Much too slender. Probably just a white rock. It has damaged feathers, and that makes sexing more difficult. It has the look of a cockerel but I am not certain, so hopefully you'll get lots more opinions.
Those legs show it has cornish in him. He is no where near a pure White Rock. My guess is a underfed Cornish XI think @JedJackson is right about this breed as well. Are you sure its Cornish Rock? Not a Cornish OR a rock?
Can I have a pic of the saddle feathers, but with your hand under a couple of them? White is so difficult to determine from pics.
