Purchased as straight run I believe it's a pulley need input?

That's a cockerel. No pullet would have legs as thick and long as that, unless it was a pure cornish rock, but then the legs would be shorter.
I think your bird definitely has some cornish rock genetics, but even a white rock rooster would not have legs as thick as that.

It is hard to tell sex with those cornish crosses I thought I had a rooster for sure until I butchered him and found the egg factory. It looks a lot like mine did, except the body is so small and the legs look long. It doesn't look to have the double breast of a typical Cornish-X. Mine were bowling ball shaped at 20 weeks. Those legs are thick and yellow like a Cornish cross though. Sturdy legs, tiny wings.
 
I agree. It's unique and I think you're right, it's just an odd Cornish rock cross. It's definitely not as plump and short as the Cornish rock hen I used to have, she only lived a little over one year. Because of her weight, she had a heart attack early on, but I wanted to give her the best life I could.
 
The does not look like a Cornish rock cross to me. Much too slender. Probably just a white rock. It has damaged feathers, and that makes sexing more difficult. It has the look of a cockerel but I am not certain, so hopefully you'll get lots more opinions.

I think @JedJackson is right about this breed as well. Are you sure its Cornish Rock? Not a Cornish OR a rock?
Can I have a pic of the saddle feathers, but with your hand under a couple of them? White is so difficult to determine from pics.
Those legs show it has cornish in him. He is no where near a pure White Rock. My guess is a underfed Cornish X
