20 weeks and cant tell gender

I have these 2 that i have been pretty sure are a male and female. They are just over 20 weeks old and the obvious male has never even tried to crow. Please reassure me his sister is his sister and not his brother.. And why would he not be crowing yet? First picture is suspected female, woth the male behind. Second pic is obvious male

Cockerels.
Look like Svarthöna or Ayan Cemani.

I was debating between 2 cockerels, or a pair, couldn't tell lol.

Photos aren't particularly clear, but there's cockerel saddle feathers there.

Cemani mix, dont know what the mix is though

Cockerels for sure then, my guess is Sumartras, but I don't know either.

I went out and took better pictures because i usually take pictures at night. I see the saddle feathers now any idea why none of my 20 week old cockrels are crowing yet? Different breeds
