Easier said than done, low budget, and some physical impediments. But eventually, if we start small and build up, I think we can do something useful. A small inverter, a car battery, and a small solar panel would be enough for a couple of lamps with CF bulbs, or better still, the multi-LED bulbs for regular light sockets that you can get now.
It doesn't hurt a thing to be prepared for emergencies, there are a multitude of things you hear about on the news just about every day. No matter where you are, there's something that could happen where you are, and occasionally, it will.
