What could help is to keep the ground under the fence up to the grounding pin very moist - I know, Texas! - Also a little salt increases the conductivity drastically, that's why peeing on an electric fence usually ends very bad…

I don't get it: Why is the road stopping you from building that giant jail now? Don't they even tell you where they cut through your property?
