If I'm reading that correctly, it looks like it was the user's VPN that was causing problems with the upload?

If that's the case, I think the first thing I would do is maybe see if people having problems uploading images are using a VPN.

Also, it might be good to attempt an upload from a different browser and/or device.

This is definitely the kind of problem that is specific to users and or specific images, because if it was all users and all image types, we'd be getting a flood of messages that images aren't uploading.
