22 week old blue australorps

I know for sure picture 1 is male, but all of a sudden this week the subject of picture 2 started growing quite the comb and wattle - 22 week old blue australorps.

Picture 2 - Marla Hooch?

Both of these birds are pullets.
 
Really? How can you tell? Why does Jimmy crow? Is (s)he just one of those protecting hen things?
It's rare but some dominant females do crow. At 22 weeks, gender specific feathering would be very prominent. That bird is a pullet.
