25 week old silkie. Pullet or cockerel?

This one has me stumped. For the longest time I was convinced it was a pullet. Now I'm starting to question that. The body is more tall, long and less fluffy. It's sister from the same batch is shorter and fluffier with a rounder body and crest. This chick's voice has gotten a little deeper recently. I'm confused because the comb is small. The crest is on the longer side, but no obvious streamers. I just noticed it has a couple green iridescent feathers growing in the shoulder/wing area. No crowing and I assume no eggs either. I have another older rooster, so if it is a cockerel that might explain why it isn't crowing.

I'm leaning more twards pullet, but idk anymore.

Also I can't figure out if it is black or blue. It looked blue a couple months ago, but now it looks almost black. Then again in some lighting it looks blue. I just can't figure it out. Are there any tricks to telling the difference between black and blue? Most my other silkie hens are black and I've even started to sometimes confuse this chick with a smaller black silkie hen. In the 5th photo the chick is on the left and on the right is a black hen.

It's been months and I'm still unsure. I assumed he was a pullet, but his sisters have started laying and he hasn't. Today I was holding him and saw some gold leakage coming in at the very tip of the hackles and he also has a very deep voice kind of like my other rooster.
No crowing, wing dropping, mating, finding food for hens, anything, but that's probably cause I have another rooster in the flock. One that crows, mates and takes care of the flock and is 2 months older than this blue one. My mom joked saying he's trying to go undercover as a hen, so we wouldn't rehome him.

Currently 9.5 months old. Looking at these pictures now that I'm posting this I'm voting cockerel.

That one is a real head scratcher. How does the known rooster behave around it?
The known rooster doesn't really interact with him. They just both kind of do their own thing. They live together quite piecefully. I have seen the blue one pick fights with a few of the hens and peck them around the base of the tail area. He's stopped pecking hens now. I think it might’ve been out of boredom when the weather was colder.
