They're fine- it looks like their baby fuzz is being replaced by their first feathers. All my chicks have done it; they see the loose fuzz on their sibling's wing, back, neck, tail, wherever... and peck it off.
We've hatched, raised and sold over 200 chicks in the last 5 months or so, and bought another 20-ish for ourselves plus ten turkey poults and every last one of them has a keen interest in their neighbor's fuzz. The turkeys seem to have raised it to an art form, though. They are relentless.
