3 week Buff Orpington chicks pullet or roo?

I’m thinking he may be a she. 😂 I don’t see saddle or hackle feathers. About 10 weeks+ now.

Definitely a cockerel. Male specific saddles don't really come in until about 12+ weeks with slower maturing breeds.
 
Male Buff Orps have a shimmery sparkle to their neck feathers that the females don't have.
 
Update! Our roo is definitely a roo! 😂 He’s a handsome guy! The ladies love him too.

Here’s the pullet, just about to be laying if not already. I have a few laying but a few have laid in the coop or in the run.
