3 week old puffy crop

Hello Friends- i need help treating a three week old chick. She is lethargic and has a puffy crop. Vent is clear. She has had ACV in her water since the beginning. She is the only one (out of 27) That is having any trouble. Has only had starter crumble in brooder since the beginning. I appreciate any advice!

How much ACV?
I would start by eliminating the ACV. While an acidifier in the diet can be beneficial for a couple reasons, it isn't necessary for chicks.
When in doubt, go back to the basics. Which is the freshest feed available formulated for the age of the bird and fresh water.
