36 week Welsummer still isn’t laying?

Hi all! My Welsummer, Lucille, is, I’m guessing, between 35-37 weeks of age. I don’t know for sure how old she is because I adopted her in the end of June and at that time the woman said she was 5 months old. I adopted her with another hen who has begun laying. The other hen is a Golden Spangled Hamburg and the woman said they were raised together. The both of them are very scared of me as they were not held as chicks and they refuse to let me hold them. Eloise the Hamburg, has squatted and let me hold her but Lucille is just incredibly cautious. It is winter and very cold where I live and 2 of the 4 laying hens have stopped laying. Lucille has grown and fits in well with the group but I have yet to see an egg from her. I’ve seen all 4 layers laying and I know she isn’t yet. Could she be waiting for the springtime to lay? Is there something wrong with her? Any input is greatly appreciated! Thank you!!
 
I adopted an easter egger in June and I got my first egg from her mid October. I was told she was born in March so that would mean she was about 32-36 weeks when she laid her first egg. All the other members of my flock have stopped laying with the short freezing cold days but Goldie is still giving me pretty blue/ green eggs once a day like clockwork. It took her longer than expected to lay that first egg but now she can't stop. It'll happen, just be patient.
 
Layer feed is for actively laying birds only. The lower protein content can actually slow down development. Switch to a feed with at least 18% protein content and a maximum calcium content of 2%. Provide crushed oyster shell separately.
 
I have 2 Welsummers that started laying in late summer. But haven't produced an egg since the end of October. All the other hens give me a least an egg a week but not the Welsummers. Must be a breed thing.
