This is Sweet pea. She is 4 week old and although I bought her as a Polish egg, discussion with the breeder leads me to believe she is silke/OEGB. She was born gooey and very small. We had to give her extra time to absorb her yolk sack. With a little nursing she has held her own, but is very tiny compared to the rest. Upon inspection, she seemed to have a short sternum and I can see her heart beating. She has always breathed heavy, but today she started chirping with all of her breaths. Here is a video of her breathing

And here is a video of her heart beating. When you touch it, you can feel it's her little heart beating a thousand miles per hour.

Any idea what to do?

I have no clue, but when a baby cries that's good news maybe it's the same with chickens? I don't cull, I let nature take its course. I don't have the heart to kill them. Maybe she will just need some time to catch up. I'm sorry I can't give you exact info, best of luck with your chick.
