Yes, I think it is I was concerned about my 12 week olds and this is what their comb/waddles look like:

Ducks waddle - chickens have wattles. That being said the bird sure looks like a cockerel. Too early for male specific feathering, but conformation, comb, wattles at this age strongly suggest male.
