I know nothing about ducks, but will throw this out there anyway. Could her earlier problems (not growing as quickly as she should) and the current ones - toes not properly developed, not feathering out - be related? Could she have some sort of defect that is preventing her from developing as she should? If so, what could cause these things? I'm just asking since I really have no clue...

I got vitamin b3 hope it helps.Yes, absolutely... malnutrition can cause all kinds of development abnormalities and stunted growth... supplementing now won't reverse the damages already caused, but should help with further proper development... and leg weakness/issues is directly related to Niacin deficiency in ducklings when they don't have the proper diet...
