In some breeds it can be delayed, yes.3,4,5 months actually.
Some mature faster than others like people. I’m an experienced vet and farmer so I wouldn’t doubt what I say.

We will have to see! Like I said, Rocky is one strange little birdy...I am no expert, but I do have both a male and female barred rock. The females are darker and in our experience have dark legs, beaks and feathers in general because they only get the one barring gene. The comb would suggest otherwise, but it is awfully pink, not red, and so it wouldn’t surprise me if Rocky is a pullet.
