Sincerely I think you have a rodent problem.

And if it isn't rodents then the chicks are throwing it around. Have you considered putting the feeder on a large cookie sheet or piece of plywood to see how much they are throwing around the brooder area? (Cookie sheet will contain it so you can throw it back in the feeder.)

I think I will def put it on the cookie sheet. They are on sand so it is difficult to tell what is feed that has been pecked to a powder and what is sand.
