6 week old biting neck of others?

Hello! I have four 6 week old chicks and twice now, one chick has bit the neck of two of the others. It happened on two separate days while they were out of the coop, eating grass around the yard. In both cases, I heard a loud squawk so I looked over and the guilty chick had its beak attached to the back of the victim’s neck for a split second as they ran away to safety. They all seem completely fine after the fact but is this future roo behavior or normal establishment of the pecking order?
 
I've got a 5 week old half Fayoumi cockerel who is doing the same thing only he doesn't let up. I finally had to put him in a cage by himself to 'cool off' His other half is OEGB so I'm not surprised by his actions.
