Make sure to take what the news station says with a grain of salt. Reason there is so much difference between stories is because some stations want to leave their audiences hanging and stretch the story as long as they can.

If they report he fell out, the stations will get the audience longer because now they are searching for this boy that could be mangled or killed somewhere.

If they flat out report. Balloon down, Balloon empty, and balloon was sealed that means the boy was never up in the air. Still makes you wonder where the kid is now, but not at tantalizing as the thought of some kid "falling" from a balloon.
