7 week old bantam Cochin...roo?

Hello! Can y'all help me? This one is a roo, right? He/she is 7 weeks old. The "eyebrows" crack me up and this is easily the friendliest chicken we have, so I would love to know if we get to keep this one.

Well, cockerels develop combs that big at three or four weeks. It's comb would be a lot bigger if it were a cockerel.
