7 week old Cochin with feet issues-help

I hatched two Cochins. One was always smaller then the other and I thought that was a gender issue. The smaller one has an issue standing upright. It's kind of like splayed legs....but they aren't. Because of all the feathering, I am wondering if I missed this along his growing stage...but now, it is clear. I feel like it came on suddenly, but again, those are a lot of feathers. I tried to create a splint to hold the legs together, but it really didn't help. He keeps getting older and heavier so my question is....am I too late to fix this. I call him wobbles. I can get a video if it is helpful. He manages to eat and drink and wobbles over to stuff. None of his pack mates pick on him. I have seen a lot of the other posts on splayed feet, but they always seem to be with baby chicks. Please help....I can't even keep roosters, but I have a home for him when he is older...but not if he is "broken." :(
 
Pictures of him standing may help. There are some leg bone deformities that affect chickens and other poultry that can cause a bow legged or knock kneed appearance, and many can cause tendon rupture with growth. Google " varus valgus deformity in chickens" and "slipped tendon in poultry"for some links to read about this.
 
I will get a picture tomorrow....but your standing shot will not happen...he crouches down and wobbles. I feel so bad, and yet no one picks on him. I have looked up everything I can find and just don't see what I read matching up. Question, if he can not really stand, will he get a full crow? Maybe I can keep him and just let him live out his days with me....instead of "offing" him.
