This is probly the most important thing I learned this HAL.Yes, I usually use water to moisten the membrane--If it is too big, it will dry out and you will have to peel the chick out. The important thing is to make sure it can breath and then wait for the blood vessels to dry out. They can either aspirate the blood and drown on it or bleed to death if too much blood is lost.
I found one that lost or did not have an egg tooth. It had internally pipped but could not zip. I got it out this morning and it is now with the others, so I hatch 33 chicks and they are all doing fine so far!
