I have a three gallon water bowl with rocks in it currently but was wondering when would be a safe time to remove them. I included a picture of one of them in the bowl for reference.

They would have to lay down with their head in the water. I think it’s ok too but just a little nervous.They're fine as long as they can't get submerged and waterlogged, which it looks like they can't.
They're plenty big enough to handle the pan you have pictured. In fact, the youngster in question looks particularly irritated that you haven't filled "the pool,} yet!
