In some of the parks not far from where I live they dont allow you to feed the ducks because of the same reason their not allowing her to feed them plus the ponds are man made.
Ive taken corn there to feed them reguardless and if they fine me then they do but its not going to stop me from feeding the ducks period.
I find it ironic that there are chicken laws to only a certain amount of chickens per each person property but that hasnt stopped many from going over the legal limit so that is breaking the law should those who do go over the limit get citations, fines and jail time too?

Unless I am missing it, it is unclear if these are domestic ducks and geese or wild ones.

While I am not in agreement with their approach ('they' being the town that is fining her) to this situation, there are a lot more factors to consider here.

Something that hasn't been mentioned yet...

If these are wild birds, and they very well could be, the amount of feeding that she is doing is incredibly detrimental to the birds. It congregates them, creates disease vectors. Possibly worse is the fact that filling waterfowl full of carts of bread and (probably) inexpensive dog food daily is no doubt extremely damaging to their health. They will fill up on these (really improper) foods and forage for little to none of their natural diet. This is really, really bad for waterfowl. It causes malnourishment, obesity, and a plethora of other health problems.

Even if these are domesticated species of waterfowl, the type of foods she is offering are wildly inappropriate (see above) and is probably more damaging to the birds than not feeding them at all. IF they are birds that are dropped off, or otherwise starving, there are much better routes to take to help them other than offering mass amounts of bread and dogfood.

Really, the best solution would be simply to educate this woman on what she is doing and why it is harmful to the birds... no doubt she enjoys watching, feeding, and helping them. Perhaps if she found out she was hurting them instead, she could find an alternative way to enjoy them, peacefully.

Many places have laws against feeding waterfowl because of the detriment to the birds. The resulting droppings (as in poop) in cities and towns is also, obviously a concern, but to me it seems that the education to the damage done to the animals would impact more people into not feeding them.

i like its a health issue ...yep same reason it bad to have chicken in the city....duck and goose poop......not a health issue....is so most of us on this forum would have been dead from all the poop from our birds............just lazy on part of the city, or workers not wanting to keep their park clean. Little washing of the walk way....guess its people's fear of the deadly duck and goose poop.

So if a duck moves in to your yard you have to feed it ?

So if a duck moves in to your yard you have to feed it ?

YES if someone drop off a duck in your yard...and you keep it........you better feed if ,let it starve got odds you will go to jail.

pick one find a home for it(remove it from your yard) ........or feed it

edit to add.........not wild ducks ....like those in that park white pekin duck are not wild.
