9.5 week EE has me confused! Pullet or cockerel?

. It's my smallest and most shy chicken. It's comb isn't red, only flushes pink, but it stands differently than my confirmed pullets, and now it's starting to get a couple curved tail feathers near the top of its tail. I'd be bummed if it's a late bloomer cockerel, it has the best beard, you can see it from behind

How many rows are in its comb? I'm leaning towards pullet.

Looks like a pullet. It's either a late bloomer or female. Too early to be certain.
