9 month old Polish hen still not laying?

I've got a 9 month old polish hen (Ruthie B) that has yet to lay. All of my other 6 hens have started to lay, including the other polish, but she never started. Ruthie is happy and healthy, eats well and free ranges 5-6 hours of the day, even in the winter. But she isn't laying, and doesn't show signs of laying in the near future. Is this normal? Will she ever lay and egg? At this point, she is a pet, but it'd be nice if she could contribute to the egg production.
