A chick with something lassoed around its foot. Please help!!!

I am currently hatching some chicks and I noticed that this one was a little different. This chick has a red vein? Lassoed around its foot which does not allow it to walk properly. It is a newly hatched chick. I was wondering if anyone could tell me what to do and what it is! Thank you so much!!!

We do not need to know what this band is. It needs to be removed right now. It's cutting off circulation to the foot and it will cause irreversible damage unless you cut it off.

You should have help. Then find some sharp pointed cuticle scissors or an Exacto blade and go at it very carefully so you don't injure the leg.
