The only circumstances that will prevent a modern laying hen from making eggs is illness, extreme stress, or old age. That's it. In all other situations you get eggs and more eggs.
Now, if you want said eggs to hatch into babies, then you need a rooster.
There have been a couple of studies in the 80s and 90s which suggested that pullets will get around to laying eggs SOONER when exposed to roosters (as in can see them, not necessarily are mating). But it all evens out in the hen's laying lifetime, since they are born with a finite number of ovum.
And thank goodness we don't all need roosters, or us folk stuck in the city wouldn't be able to have fresh eggs at all.
