I'd say 95% chance it's a lost or culled racing homer. As mentioned above, those bands more likely than not have the information on it to find the owner, who likely doesn't want to the bird anymore, but it'd still be worth reaching out in any event.

Pigeons can withstand the winter just fine, so long as they can find shelter from the drafts, which they seem to be good at.

If you want to trap it and give it a home, the easiest way would be to find where it roosts and go in with a flashlight and a net and trap it. If you can't do that, design a cage or a loft and slowly coax it into eating in the cage, then eventually build a one-way bob door on the entry way it is already used to using, and the one way door will trap it into it's new home. If you do this, get it a partner, they don't do well solo.
