A male duck trying to mate with another male?

True, "need" might be the wrong word, but it might be a good idea to bring some females into the mix. The one male duck that's being dominated just seems miserable. His neck is being torn to shreds and he spends the whole day running from the other one or fighting -- that is, when he's not being pinned to the ground and mounted by his friend. He won't even go near any food if our other duck is around. And that's really what's worrying me the most: It's never been like him to avoid eating and he just seems like he wasting away and becoming a nervous wreck. He doesn't seem happy at all.

I have an off ratio of Pekins with 5 males to 1 female. We have some new ducklings (1month) so we're working on evening things out. One of the males will get on the females back in the water and grab the back of her head as if trying to mate even though they're not of age yet. He'll also go after the other males, except one (he's the bigger boss) and do the same thing. I spoke with a seasoned (decades long) duck owner and she says they are probably playing, that they play rough, so I dunno, the behavior is exactly as described for mating so I thought it was a dominance thing.

I agree, he should be separated for his safety. Better to be stressed from separation from the flock than him being seriously injured or worse. May need to rehome him if you can find a sanctuary. Or separate him and introduce a new friend and they would be separate flocks
