the way you hook it up the hoa can not say anything about it. you don't dig anything you just put the swimming pool or pond on top of the ground and then hook up you filter and put the scratch pads in it and that is all there is to it. it will last about a week and a half. I am still tryin to find a permanant solution to it.
That's what's great about the bio filter links I put in my original posts. Builds like yours are meant to last a lot longer than a week and half, you're supposed to not have to touch it for years and it should be self-sustainable.
