A Persistant Shrieker

Is he by any chance visually impaired? Not recognizing or acknowledging you or the other chicks, constant screaming, and accidents are common for blind chicks in my experience.
Ok in all seriousness, I've considered this and other people have brought it up. However, he doesn't seem to have any major difficulty with his vision. If I offer a treat in my hand, he's pretty good about hitting it accurately, as long as I get his attention first. He also doesn't bump into things that I've noticed - he's started flying and generally hits the mark. Not proficiently but OK enough he doesn't fall/bounce off and better than a few of his "siblings."

Maybe he has a partial visual impairment. Maybe he can focus in front of him (treats, landing when flying) but has poor peripheral vision. Poor peripheral vision would make it harder for him to get out of places and will make him easily startled, since he won't see moving things approach him until they're right in front of him...
 
Once a screamer, always a screamer. Either get used to it,
or get rid of it.
I only plan to keep 4 or 5 of the 13 and he won't be staying - this was decided within the first few days :) I also won't be getting any more chicks in the future. He's louder than some of the parrots I've dealt with, which while impressive, does not jive with living in a quiet and orderly neighborhood. Mostly the issue isn't that it bothers me but that it bothers OTHER people (who then bother me LOL).

This is definitely a possibility and makes a lot of sense. It would also might explain his problems with boxes and walls.

I can imagine how startling it must be for things to appear in front of you, or disappear with a simple small movement. That totally makes sense.
