A question on antibiotics for newly hatched chicks?

So I've just hatched out a batch of duck eggs, and while two are healthy and fine, I have two more that aren't doing so well. Both had to be helped to hatch, and one is still partly in his egg, absorbing yolk.
These babies are nearly a week past their hatching day, and like I said one still has yolk to pull in. The other has a mass on the outside of his navel which I'm hoping is just a bit of unabsorbed yolk. What antibiotic can I put on these ducklings' belly areas to prevent infection? Can I use [Non-pain relief] neosporin?
What else should/can I do for them?
Their eyes don't seem to open too well, what can I do about that?

Is the mass on the one dried up? If so then yes just plain neosporin will work. The one that is still absorbing its yolk if the yolk sac is still moist I wouldn't risk putting anything on that one or you might rupture the yolk sac.

Yolk sac died, seems to have caused some kind of issue for himself trying to escape the cup I put him in to keep him in his shell waiting for his yolk to absorb.
The other one seems to be drying, and I'm giving him vitamin water now to try and help him. I'll put neosporin on his belly if he's still alive in the morning, he's quite weak compared to the others, but I've had chicks like that survive before.
