Hmm, maybe, all I know is that Velveteen escaped from a zoo where she was abused and wants revenge...

Than maybe the starting plot point could be that animal control people are trying to round up all the feral cats and remove them for deforesting to build some new houses, and is going to give them to zoos? Causing cats to have a meeting to decide what to do?
