Abdominal egg sack question?

So I wanted to ask...

In my hens that lay eggs, both for chickens and ducks there's a hard bulge in the middle of their gut near the bottom of the abdomen, where the eggs are being grown and made. It feels pretty good sized.

I'm wondering when this should appear in the duck hen before she starts laying eggs, or whenver?

Part of this question is related to trying to figure out why my 2 peking girls aren't laying eggs, even though they are about 10 months old. (Weird...)

When I feel the two peking girls abdominal areas, they don't have this swollen hard bag like feature. Its like there's nothing there.

And it seems strange that there would be no bag there. It would seem like that bag would have to start forming at some point, before they lay eggs. And I'm not sure how much time between when that bag forms and when it starts producing?
