Abused Roosters, What can I do??

My soon to be ex boyfriend's stepdad is abusing over 30 roosters. He puts them in tiny pens without food or water and lets them rot. I've been holding my tongue for so long. Every single one has bugs, one of his seramas as such bad leg mites its legs are almost 3x the size its supposed to be. The worst part is where hes keeping his D'Uccle roosters.
A tiny dog cage in the garage, lights off, food and water outside the pen. Heres a photo. Can I legally take them away? I have 12ftx24ftx8ft run specifically for roosters, theres 5 d'uccles he has. They have been housed like this for a week now. He does not understand his property is way too small for 50+ chickens.

The other rooster is in here, a smaller pen with even more chickens. The slightly silkied serama in the front is the one with the severe mites

Call your local animal control. They will usually come out and assess the situation, tell him to make changes, and check back to make sure he does, and remove the animals in the case that he doesn't.
Yeah call animal control, they should have local resources for you to reach out to if they can't help.
 
How long has this been going on? What's his thinking? Plan?
Have you talked to him about the situation? That would be my first step.
It matters for what my next step would be. Are these roosters he plans on keeping and keeping like this? Roosters that's up for sale or soon going to an auction or something? Just overwhelmed ATM and has no plan?
A conversation might get them given to you or at least give you an idea where his heads at and whether some serious steps need to be taken.
 
Do not talk to him. Do not offer to buy the birds. If you do he will know you are the one who called Animal Control. If you let Animal Control handle it they will not only take the animals, they will probably do follow ups to make sure he doesn't get any new birds. If necessary, they will take him to court and a judge can forbid him from owning any pets/livestock.
