Abused Roosters, What can I do??

Do not talk to him. Do not offer to buy the birds. If you do he will know you are the one who called Animal Control. If you let Animal Control handle it they will not only take the animals, they will probably do follow ups to make sure he doesn't get any new birds. If necessary, they will take him to court and a judge can forbid him from owning any pets/livestock.
Ya if they're set on calling animal control then just call them and be done with it.
I don't really know the situation but if those D Uccles are the worst case then idk if that's grounds for neglect or abuse.
Idk I guess I'm old school and still believe in getting some facts before calling in the authorities. The birds are crowded but don't look in horrible shape or anything.
 
My soon to be ex boyfriend's stepdad is abusing over 30 roosters. He puts them in tiny pens without food or water and lets them rot. I've been holding my tongue for so long. Every single one has bugs, one of his seramas as such bad leg mites its legs are almost 3x the size its supposed to be. The worst part is where hes keeping his D'Uccle roosters.
A tiny dog cage in the garage, lights off, food and water outside the pen. Heres a photo. Can I legally take them away? I have 12ftx24ftx8ft run specifically for roosters, theres 5 d'uccles he has. They have been housed like this for a week now. He does not understand his property is way too small for 50+ chickens.
The plastic covering the counter (underneath the pen) allows the cage to be moved over to a cleaner spot.The rest of the plastic is spotless.
These birds may be neglected or diseased but I don't see any obvious signs sorry.Chicken mites can take months to get rid of and housing them this way gives the mites nowhere to hide(making them easier to kill)
 
Update: I got to take the bullied rooster from the garage. Meet Steve, I'm trying to find the other ones new homes as its sickening to see them be abused like this, hes only doing this because he doesnt like them

They've been in the same spot for 2 weeks now and havent been moved, I'm in the process of collecting them to move onto my property so they can finally breathe fresh air. Some have developed respiratory illness

This. Abused chickens look pretty obvious. They always have bald spots, broken feathers, ruined and injured combs. Look at battery hens and broilers. Those are abused birds and it is very visible.

Mites cause feather loss, broken feathers, pale combs, loss of weight, a compromised immune system and can cause death. Failing to treat mites is just cause for removal but may be difficult to prove if they're only temporarily being housed in cages (quarantined)It would help if we knew whether they have a regular coop and run or if this s how he houses them permanently.The op stated they here a week

I have finally convinced him to let me treat the mites. They should be ready to go to a new home after I do so, so they can get out of this situation.

Please be careful because you can carry the eggs and mites home on your clothing and shoes even articles you're carrying such as crates, feeders,waterers,etc.I commend you for caring but you don't want your birds to get it too
