Advice about returning a pea to his gang? *It's Peggy again.

Hello you peapeople,
So, my boy Peggy is ready to get out of his pen and I'd appreciate your seasoned advice.
Sorry in advance for a long post, and for those of you who have already heard too much about Peggy.

The shortest possible version of Peggy's story:
We have 14 free rangers here (3 hens, 5 peateens, 2 one year old males, 2 three year old males, 2 older males).
Last Spring Peggy was kidnapped and the peanappers clipped all of his primary and secondary wing feathers.
I miraculously got him back and penned him for his wings to grow in (we have a lot of predators here).
I let him out after 6 months in jail. The other boys ganged up on him right away (pecking order business).
The morning after I let him out, he came back into the pen with most of his primary wing feathers missing.
Now they are grown out and he's ready to be a free bird again.

I want to make sure that Peggy is safe and doesn't get run off the hill by the boys.
My current plan is to put one of the peahens and her two peateens in the pen with him for a week or so, so he can form a bond with some members of his gang again.
Then I plan to close up a few of the older males in my neighbor's chicken coop for a few days so Peggy can get reacquainted with his territory and get some flying practice without so much ganging up.

If you have any other ideas, I would really appreciate them.
You may say to yourself, "Don't worry so much, just let him out for goodness' sake!" Which would be a reasonable response.
However, Peggy is a guy that so many bad things happen to (this is just the latest set of bad things!), so believe me, it's safer to be overly worried in his case!

If all the other peas are able to go around his pen they should be use to him so i would just open the gate and let him out real early in the morning, sooner or later someone is gonna be chasing someone cause breeding season is just around the corner, mine have been having Minni chases, nothing like they do when breeding season is in full bloom, my poor guys get so winded i swear they are going to have a heart attack, till they finely find a good hiding spot from the bully.

I'm just so afraid something will happen to the poor guy, he's something of a Bad Luck Bird!

I know it is hard, you wanna do right by Peggy but then silly bird goes off and gets himself plucked, i would be worried also but ya gotta let him be a peacock , i can't bear to put mine in a pen, when my cameo got plucked i penned her fearing she would not be able to get away from wild critters, i ended up letting her out and she did just fine, then she ripped her toenail and i thought she was gonna bleed to death before it stopped, i rehomed her.

I feel for her also. hard choice to make but if he gets into anything else i would build him a big pen with a girl.
He has eluded many things, bird-napped, cliped,plucked and slept with the enemy (skunks and possiums) He might need protecting forever.

Didn't Peggy find you or did you raise him? i am thinking he found you.

I can't decide if Peggy is the world's most unlucky bird (bad things happen to him) or the world's luckiest bird (he always manages to get away).
He originally came to me from the Wildlife Rescue, with a broken leg and pneumonia.
Hopefully he'll be able to get back to being a real peacock very soon!

He originally came to me from the Wildlife Rescue, with a broken leg and pneumonia.
Hopefully he'll be able to get back to being a real peacock very soon!
